Ingredients:
1 tbsp olive oil
1 onion, chopped
3 cloves garlic, minced (or 1 tbsp)
1 tbsp Italian seasoning
2 lbs ground beef
1 can (29 oz) tomato sauce
1 head green cabbage, shredded
1 cup uncooked white rice
1 tsp salt
3 cups beef broth
1 tsp coarse ground pepper, divided
Instructions:
Preheat & Prep:
Preheat oven to 375°F (190°C).
Cook the Beef Mixture:
Heat olive oil in a large skillet over medium heat.
Add onion and sauté for 3 minutes until softened.
Stir in garlic, Italian seasoning, and ground beef. Break up the beef and cook until browned (about 8 minutes). Drain excess fat if needed.
Make the Casserole Mixture:
In a large bowl, combine tomato sauce, uncooked rice, salt, and ½ tsp pepper. Mix well.
Layer the Casserole:
In a 9×13-inch casserole dish, layer in this order:
1/3 shredded cabbage
1/3 cooked beef
1/3 tomato-rice mixture
Repeat layers two more times.
Add Broth & Bake:
Slowly pour beef broth over the entire casserole.
Cover tightly with aluminum foil.
Bake for 1 hour 15 minutes, or until rice is tender.
Finish & Serve:
Remove from oven and sprinkle with remaining ½ tsp pepper.
Let rest for 5 minutes before serving.
Optional Cheesy Twist:
Sprinkle shredded mozzarella on top before baking for a melty, cheesy finish!
